Meta Policy
Since 1 October 2026, Meta's policy has calculated charges per message sent, no longer per conversation. Every business number gets 1,000 free service messages per month — beyond that quota, service messages and all utility messages are charged per message.
A 24-hour window opens every time a customer sends a message. Inside it a business may reply with free-form text (no template), but since 1 Oct 2026 service messages beyond the 1,000/month quota are charged per message at the same rate as utility.
Conversations from a WhatsApp ad or a Facebook Page button open a free 72-hour window — valid if the business replies within 24 hours, and it does not draw down the monthly quota.
Outbound messages outside the service window period must use an approved template and are charged per message. Utility templates are always billable, including inside the window.
The free quota is counted per business phone number, not per account. The allowance of 1,000 free service messages applies to each number every month and covers service messages only — utility and marketing messages are always billable.
